Houston does not have a permitting or registration system for short-term rentals. There are no city-imposed limits on location, property type, or rental nights. However, operators are legally required to register with and remit Hotel Occupancy Taxes to three separate government bodies: the State of Texas (6%), the City of Houston (7%), and Harris County (4%).
To host an Airbnb in Houston, you don't need a special city permit, which makes it easier to get started. However, you absolutely must handle your taxes correctly. You are required to register with the state, the city, and the county to pay a combined 17% Hotel Occupancy Tax on your earnings from stays under 30 days. Even if a platform like Airbnb collects these taxes, you are still legally required to register. Also, make sure to check your HOA or deed restrictions, as they can still prohibit you from renting your property short-term.
